I see, so this is about proximity to the cursor position when using a bottom
panel.
Note that if we did this, it would make Klipper inconsistent with every other
System Tray applet that uses a list. I think the downsides of being strangely
inconsistent outweigh the possible advantages of positioning the first item
closer to the cursor. Sorry. :)
