created a new user, defualt decoration defaulted to Plastik
Reproducible: Always
Steps to Reproduce:
1. create a new user or delete all configs in ~/
2. logout, login
Actual Results:
Plastik is default deco
Expected Results:
Breeze is default deco
verified: big present with new user, or when deleting all configs in home
