Thanks for the investigation.
It seems you were using packages whose code come from git, not from the
tarballs, and if packagers don't configure their packaging scripts properly,
packaging git code won't contain translations.
The packages you have installed now probably tracks the released tarballs,
which include the messages.
In any case this was a packaging (distribution, so downstream) issue.
