This is an unsupported configuration on X11, which is known to become even
worse and sprout bizarre visual problems like the one you're experiencing when
you enable PLASMA_USE_QT_SCALING=1. That's one of the reasons why we haven't
enabled it by default, in fact.
You should try the Plasma Wayland session, which handles this setup out of the
box. It's really quite stable and usable in Plasma 5.21, and getting better all
the time. I'm using it right now, and I'm picky about broken systems. :)
