In Wayland, it didn't exist since last major update 5.21, where it reappear.
I can reproduce similar behaviour but instead of "swapping Esc with Caps lock",
by using the "Using caps lock as another Esc" option, where the Caps lock
behaves like a Caps lock, and you expected an Esc behaviour.
