This setting can be checked in the settings for a new KDE Neon install, but it
doesn't do anything.

Reproducible: Always

Steps to Reproduce:
1. Open the Keyboard Hardware and Layout settings 
2. Check the option in the advanced tab to enable the Ctrl + Alt + Backspace
shortcut


Actual Results:  
It doesn't do anything because Ubuntu (the base for Neon) prevents that toggle
from working, according to

Expected Results:  
The shortcut should work as expected, since that setting is provided by a clean
KDE Neon install.

Since KDE Neon is provided as an ISO/installable OS by itself, it should either
overwrite Canonical's limitation for that shortcut, or hide it from the GUI.
