SUMMARY
I can't reproduce this bug with all icon themes. Tested Flatery, Papirus and
Newaita on my system, only Papirus is affected.
STEPS TO REPRODUCE
1. open Icons KCM
2. click on "Get new icons..." button
3. search for Papirus icon theme and install it
4. close "Get new icons..." window. Now you have 4 new icon themes:
Papirus, Papirus-Dark, Papirus-Light and ePapirus.
5. click on inline "Remove icon theme" button of each Papirus icon theme
6. click on "Apply" button
7. re-open "Get new icons..." window and search for Papirus icon theme
OBSERVED RESULT
Papirus icon theme is still marked as installed.
EXPECTED RESULT
An icon theme should not be marked as installed when it is not
