SUMMARY
Crop isn't working with tablet when file layers are present. It does work with
mouse though.
STEPS TO REPRODUCE
1. create new file
2. add file layers
3. try to crop with tablet & pen
OBSERVED RESULT
crop is unusable
EXPECTED RESULT
crop outline resize
