If you click Restore Defaults in the Keyboard Shortcuts interface, it only resets the Keyboard Shortcuts. If you click Restore Defaults in the Canvas Input Settings, it only resets the Canvas Input Settings, and so on. I would think this modular resetting is intentional, especially as there's already a "Reset Krita Configurations" option under the Settings in the menu bar.
