STEPS TO REPRODUCE
1. drag an pinned icon to the desktop and click on 'Add icon'
2. click on the added icon
OBSERVED RESULT
panel displays the same icon twice before using the already pinned icon.
EXPECTED RESULT
panel show use the already pinned icon.
