I don't see that Tags can be closed. As far as I know, only Accounts can be
closed. An Account can only be closed if it has 0 balance. If a Payee could
be closed only with a 0 balance, it would mean either removing all the
transactions from that Payee, or creating a transaction countering the other
ones for the Payee, and I don't think this is realistic. (I do sometimes have
a transaction for a payee moving money the opposite way of the usual, but I've
only ever done that to handle a refund or rebate.)
Please provide some more detail of why you would want to close a Payee, and
whether perhaps something like an "active" flag would work - so you can mark a
payee not to be used.
