During further investigation, I made some interesting findings. I did not find
a Wayland application with this problem (but I also don't know of one that has
a text cursor apart from input fields).

While testing with LibreOffice, I managed to reproduce the problem (but only
when there was no cursor blinking). Also, I noticed that the problem doesn't
happen in Firefox if I have systemsettings open focused with a blinking cursor
in the text field. I assume that it doesn't have to be systemsettings.

In LibreOffice when there was a blinking "cursor", I noticed that the mouse
cursor changed from normal to text after moving from normal content over text
content in the frequency of the "cursor" blinking in the text field (the same
happens the other way around when moving the mouse from text over normal
content). There is a delay for changing the mouse cursor that seems to "wait"
for the "cursor" in the text field to blink.

I thus assume that somehow the text field "cursor" blinking is interfering or
limiting some function that checks for the mouse cursor position in order to
change it matching the content.
