Okay, so Version 20.12.1 seems to have fixed this issue. Scolling with a
trackpad works perfect. So I'll wait for the next Kubuntu to come out.
I downloaded the 300+ MB app image to test it.
Unfortunately, upon executing the app image, all my application menu shortcuts
were deleted, and all pinned applications in the task manager panel were
deleted.

It modified something to do with $(qtpaths --paths GenericConfigLocation) which
emptied up all my application menus.
