This seems to make the most sense to me. FWIW on my openSUSE Tumbleweed system
I see "American English" as the sole item in the KCM, so it already seems to be
working for me.
Not sure this will be the case for everyone else in every other distro though,
or if this is an openSUSE-specific configuration. Languages seem to be set up
differently in different distros.
