You must be using the Libinput driver on X11. This feature cannot be
implemented for this use case due to lack of support in Libinput itself. See
https://gitlab.freedesktop.org/xorg/driver/xf86-input-libinput/-/merge_requests/12

We have to wait for that issue to be fixed in Libinput before we can add the
feature.

On Wayland the situation is different, and we have already implemented a scroll
speed feature. Another alternative is to remove Libinput on X11 and use the
older evdev drives, which do have this feature.
