FWIW you can use KWin's own quarter-tiling functionality to force the window to
a smaller size than its minimum size. However many KCMs will get cut off and
have horizontal and vertical scrollbars. The minimum size is set fairly high to
prevent that. Once more KCMs are ported to use more space-efficient layouts,
we'll be able to reduce the minimum window size.
