I can reproduce however this does not seem to be the bug at hand. When you edit
a panel, on the grey bar, you have arrows on one end with which you can resize
a panel, but the other panel covers the other end which you need to hold in
order to move the panel.
I think the grey bar should stay above everything when editing panels in order
to avoid confusion.
