SUMMARY
Any window is invisible to the Pager if you create a custom Window rule for it
that forces it to "Skip taskbar".

STEPS TO REPRODUCE
1. Settings > Window management > Window rules
2. Create a custom rule for any window and force "skipping a taskbar"

OBSERVED RESULT
If you take a look at the Pager, the window that you just configured is
invisible in any workspace.


EXPECTED RESULT
The window should be visible regardless its custom setting in Windows rules.
