I've been messing around and I noticed that it comes back if I activate an item that's "shown when relevant" but is not relevant at boot. For example, if I play a video in Firefox and the Plasma integration applet shows up (sorry if they're not called applets, I'm new to Plasma) or if I hit caps lock and the keyboard indicator applet shows up, the arrow will come back.
