This functionality was added in a frameworks update, and the GUI to control it
landed in Plasma 5.20. Looks like Fedora shipped an up-to-date Frameworks
version with an old Plasma version, which is supported, but causes this issue.
I didn't anticipate such a combination when I wrote the feature. Sorry about
that.

In Plasma 5.20--which I believe Fedora 33 has--you will be able to disable the
"remember window positions" feature from a GUI checkbox on that same page.
Until then, you can manually turn it off by adding the following line to your
~/.config/kdeglobals file in the General section:

AllowKDEAppsToRememberWindowPositions=false
