I will try to explain David... When you install Neon (or other distributions)
on you harddrive the installer asks what the desired language is. When you say
"Dutch/Nederlands" there the package kde-l10n-nl is downloaded and installed.
But the package kde-l10n-nl confilcts with the plasma-desktop package so that
package is uninstalled.
When you first start up your freshly installed system it will not do so because
it is totally broken.
