After restart, plasmashell consumes 5-6 percent of cpu and the fans are off. After a while of normal activity - like browsing the web or watching Youtube videos or doing a Hangouts session, plasmashell cpu usage jumps to ~37% and the fans kick in. Killing and restarting plasmashell "fixes" the problem till next time.
