SUMMARY
Every time when I update VS Code, I need to install .deb with "dpkg -i" console
command instead of UI. I think, that it's good to have "I understand, what I am
doing" option in the Package manager UI

STEPS TO REPRODUCE
1. Download any .deb & try to install it with UI

OBSERVED RESULT
"Невозможно выполнить установку из неподписанного репозитория"(in russian
localization) - "Unable to install from unsigned repository" toast appeared. 

EXPECTED RESULT
Option to install package into system without repository. Users already have
this ability, but have to open terminal to do this. It is not comfortable
