Selecting existing file will result in an error (file not found, but dialog shows full path to it), attempting to save a new one will strip the name of everything after and including the first # character. If # is the first character, the dialog will behave as if the directory path had been entered instead. Looks to me like it is treating the file paths as URIs and anything after a # is effectively stripped off as optional fragment.
