I have the same issue on KDE Neon 5.20
I have a dual monitor setup and it is always the right one (the secondary
monitor) that looses its wallpaper that looses it every so often after booting
up my computer.
I don't have anything else on the Desktop of the 2nd screen so I can't tell
whether it would mess with that as well.
Note also that I have the same wallpaper on my left screen as I have on the
right one, so it can't be related to Plasma not finding the image (yet).
