By using dvbv5-scan with the "-p" option, it was able to get 52 transponders instead of 12. However, the second SDT tables contain programs that aren't actually there. Not sure if the channels at the other NIT tables are valid or not. Could you please test scanning it with: $ dvbv5-scan -a0 -f1 ~/dtv-scan-tables/dvb-c/ch-Zuerich-upc-cablecom -p PS.: there's a rationale for "-p" to not be the default: it takes a lot more time to scan. Also, there's a bug with dvb-utils causing it to not work.
