SUMMARY
for about a week, timezone was out by two hours.  I have a feeling it happens
between when daylight savings happen in Europe and when they happen in US which
is the period of a week.  This is my suspicion. It's something i recently
observed. And i've noticed this in the past also.

STEPS TO REPRODUCE
1. Observe time after daylight saving time in UK/Ireland
2. It was wrong (slow) by two hours in the bottom right corner of KDE, but
correct when i type 'time' in the terminal
3. Observe time after daylight saving time in US
4. Time in bottom right corner of KDE destop is correct... is same as time
command in terminal


OBSERVED RESULT
time is out by two hours in weeks between Europe Daylight Savings and US
Daylight Savings

EXPECTED RESULT
time should be same in desktop and terminal
