SUMMARY

Night color is set to something like start at 8:15 PM and be fully dimmed by
11:30 PM, then start coming back on at 4AM (until after 6AM.)  Then the users
are seen at midday or early afternoon with full night colour still on, looking
like they are suffering (because don't know what a system tray is.)

STEPS TO REPRODUCE
1. Set users' night colour to something normal like starts at 8:15 PM and
finishes dimming before midnight (don't need to set eight hours ahead like the
bug on 5.19.4.)
2. Let them use night colour.
3. Find out it's still running the next afternoon.

OBSERVED RESULT

Night colour is seen running (even at full 1000K dim) but when you hover over
it, it says it's not running. (I have seen this just after some hours after it
dimmed: about midnight, claimed it's not running anymore, but is, at full 1000K
dim, other than the icon looks like it isn't running or maybe even
disappeared.)

EXPECTED RESULT

Don't just decide it's not running.  Run, dim, finish dimming, wait, undim,
finish undimming, and restart next 'evening' (or whatever sequence; don't
assume it will be started at daytime UTC or the user isn't on night shift.)

ADDITIONAL INFORMATION

Used to work fine a few weeks/months ago on Neon, undimming fine in
early-to-mid morning.
