There definitely wasn't as you can see from my screenshot. But now if I press
Alt+D+A there is, it looks much like your screenshot, and clicking outside
reliably dismisses it (and it only appears on one screen). Wahoo! _However_, if
I press WinKey+Tab, I still get the buggy behavior: the Activities panel
appears (on both screens) without the title bar with controls, and clicking
outside doesn't dismiss. So maybe it's fixed for Alt+D+A but not Meta+Tab, or
there's some intermittency/indeterminacy.

No idea... (checks) Breeze, with Plasma Style of Fedora Twenty Five "Follows
color scheme" and Application Style of Breeze.
