SUMMARY
On first login after a restart, the login screen background is the primary
desktop wallpaper as intended, but on all subsequent logins the background is
black
STEPS TO REPRODUCE
1. Restart PC
2. Login, noticing the correct background is in place
3. Logout or suspend (I always suspend by closing the lid)
4. Wake up PC and notice the black background
OBSERVED RESULT
Incorrect background on all logins except first
EXPECTED RESULT
The primary desktop background is always the login background

Windows:
macOS:
Linux/KDE Plasma: Kubunutu 20.10 (Although I have noticed this since 19.10)
