By default, KDE apps now remember the position of their own windows instead of
letting KWin position them according to the window placement settings. To make
this stop, you need to set AllowKDEAppsToRememberWindowPositions=false in your
kdeglobals file.

You can do that by editing the file by hand, or in Plasma 5.20 and later, go to
System Settings > Window Management > Advanced > Uncheck "Allow KDE app windows
to remember their own position"
