This can already be done for Moving an entire vector shape if it is selected.
In the Tool Options docker for the Move tool, there is a shortcut setup section
that lets you set the move shortcut keys (cursor arrow keys) to perform a
movement of a set amount.
This does not work on individual vector shape handles or path nodes.
It would be useful if that Move shortcut did work on individual handles.
