I think the behaviour is logically correct though it can be confusing when
first encountered.
By 'lasso tool', I assume you mean the Outline Selection tool?
In Steps To Reproduce, if I follow those steps excactly then everything outside
the drawn selction area is deleted, i.e the Expected Result. I don't
understand why you see the 'enclosed' object being deleted.
