The view of the KWin maintainers have changed on this last year in fact during
the Plasma 2019 Sprint but did not have time to re-implement-it.
Hibernate could be offered by default but Shutdown and Restart won't be
accessible by default (or at least as long as there users logged-in) in Breeze.
Sddm theme designer (or tinkerers) will be able to add them to their theme as
they want.
