It may sound like I'm being thick here but I asked because I'm genuinely
surprised by the request. :) Allow me to explain:

Kicker implements a launcher menu that matches the UX of a traditional
cascading menu, like the ones in your apps' menubars. Having items open
sub-menus on hover is therefore deliberate; that's the UX of a cascading menu.
Since Kicker is not the default launcher menu, it's expected that people who go
out of their way to switch to it are people who like the UX of cascading menus.
If you're not one of those people, I genuinely suggest that Kicker isn't right
for you, and you might be happier with Kickoff (the default launcher menu),
Application Dashboard, or SimpleMenu, none of whigh use the cascading menu
paradigm.
