I'm not convinced that it would be commonly enough used to justify doing this. Two features in KAlarm provide partial control over defer intervals, even if they don't provide exactly what you request: 1) The default defer interval common to all alarms can be set in KAlarm's preferences. 2) Whenever an alarm is deferred, the selected deferral interval is saved as the default for future recurrences of that alarm.
