There are two types of background for dialogs and panels: a more opaque one in widgets/... for when contrast effect in off, and a more transparent one in transparent/widgets/... for when contrast effect is on, since it adds more opacity. Because of this bug, contrast effect is on, but widgets/... svg is loaded instead of transparency/widgets/..., which means that the contrast effect is used on top of the already opaque svg, resulting in a very opaque panel and dialogs.
