The Task Manager's "Clicking grouped task" behavior is set to "Cycles through tasks" 3. The active window belongs to a different app, not one of the ones in the group In this situation, clicking on the grouped task does nothing; the last-used window in the grouped task is not brought forward as expected. I suspect this is a variant of the generic "can't activate windows from other apps" issue plaguing Wayland. Moving to KWin for now; feel free to mark as a duplicate of the generic bug already tracking this.
