Has anyone tested this actually?

I just tried and it looks to me that setting killuserprocess is not going to be
enough on its own. In particular I seem to recall someone from the Plasma team
mentioning that reboot/shutdown do not actually go through logind which is
kinda in line with what I am seeing:
- logout -> reboot via sddm = works
- logout -> no lingering session in `logintctl`
- reboot -> stuck 
- shutdown -> stuck

So the way I see it ksmserver also needs to start talking to logind on
shutdown/reboot for user sessions to be properly nuked.
