Came here to report the same bug.
It's driving me crazy, panel will always default to the leftmost screen, no
matter what the setting is for primary monitor.
Booted up from cold, and go into system settings, monitor settings.
If I have the extra monitor on the left, the panel moves to the left, away from
the main monitor. If I drag the extra monitor to the right, the panel now moves
to the main monitor, which is the new leftmost monitor.
I am using Arch packages, and update regularly...
