I confirm this bug also appears on my new and updated Kubuntu 20.04.1
installation.
I heavily use the shortcuts to quickly open apps. This works well in my
previous Kubuntu 18.04 installation, my workflow is quite impaired without this
functionality.
Hopefully this can be resolved soon.
