Most of the available annotation colors in the new annotation toolbar are too
dark to be useful for the highlighter tool. I wonder if some of the dark colors
(e.g. blue) could be replaced by lighter ones more appropriate for the
highlighter. Another option--probably more ideal but harder to implement--would
be to show different palettes for different tools.
