Over a decade later, is there another standard way to give focus to the menu
bar? I haven't found one, which is a bit of a disappointment after leaving
Windows.
One thing to be wary of would be the Sticky Keys accessibility feature. If Lock
Keys is off, pressing Alt twice would work, but with it on (the default) it
would have to be a hold or something else. Best to consult with someone who
relies on that feature.
