STEPS TO REPRODUCE
1. open system settings > workspace behavior > general behavior
2. select "Scrolls to the clicked location" radio button and click on "Apply"
button
3. test "Scrolls to the clicked location" setting in Desktop Effects kcm, Elisa
player (scroll the playlist), Discover and GHNS windows
OBSERVED RESULT
"Scrolls to the clicked location" setting does not work,
the page is still scrolled one page up or down instead.
EXPECTED RESULT
"Scrolls to the clicked location" setting should work consistently
