SUMMARY
If you want to slow a clip which does not have (enough) space after it, then
the effect does nothing.

STEPS TO REPRODUCE
1. Add a clip to project bin and the timeline.
2. Cut the clip into at least two parts.
3. Use the speed effect on other than the last clip. (So there should be no
space after the clip.) Try to slow down the clip (choose less than 100%).

OBSERVED RESULT
Nothing happens, the clip still plays at 100%.


EXPECTED RESULT
Few ideas:
- There should be an error message that there is non enough space after the
clip, so the speed effect can't be applied.
- Notification in the change speed dialog box that there is not enough space
after the clip.
- A new option in the change speed dialog box to move all the clip backward
which are after the clip which you want to apply the speed effect.
