SUMMARY
Add a title clip to the project bin, and the length is 00:04.59 while 00:05.00
is set in the settings. Also, when you add the fade effects, the effects are
shorter by one frame.

STEPS TO REPRODUCE
1. open a new project
2. create a title clip
3. add the title clip to the timeline, add a fade out effect
OBSERVED RESULT
the added title clip is 4.59 long instead of 5.00, also the fade out effect is
shorter by 1 frame
EXPECTED RESULT
The title clip and the effect should be exactly as long as it is set in the
kdenlive settings: 00:05.00 and 00:03.00
SOFTWARE/OS VERSIONS
Windows: Win 10 current
