[kde] [Bug 425303] regional settings set in installer are american english, with no additional languages available. Formats are in italian ( it_IT). Menus of sistem settings, discover, applications appear in italian instead of american english

This sounds like it's a bug with openSUSE (the distro you marked as your
platform) and not any KDE software.

You should file bugs with openSUSE's installer on the openSUSE Bugzilla:
https://bugzilla.opensuse.org.
