It is indeed an issue in alpm's backend in PackageKit. Feel free to take it
there

I've been looking into it and it reports cancellability for some parts so you
will actually see the button flashing at times. Of course this is not
acceptable but we can't also extrapolate much information from it, if the
backend claims it's not possible.
