correct steps
1. make sure baloo is enabled
2. open Dolphin
3. right click on any file > assign tags > create new...
4. type any tag and click on "Ok" button (the assigned tag appears under "Tags"
section of Places panel)
5. close Dolphin
6. disable baloo
7. open Dolphin again
8. click on "All tags" under "Tags" section of Places panel
9. delete the previously created tag by pressing shift+del
(apparently the tag was deleted, it disappeared from "Tags" section)
10. restart Dolphin
