SUMMARY
If you try to change / add window rules to an application, the dialog to change
it does not show. also if you also try it from the system settings, it just
creates an empty rule that you cannot edit. this is in x11 and wayland too.

STEPS TO REPRODUCE
1. choose any application 
2. press alt + f3 >> more actions >> configure special application settings 


OBSERVED RESULT
does nothing 


EXPECTED RESULT
open the windows rules dialog

Windows: 
macOS: 
Linux/KDE Plasma: Manjaro Linux

ADDITIONAL INFORMATION: 

this also applies when you try from system settings 

steps to reproduce 

1. Go to system settings 
2. Window Management 
3. Window Rules 
4. Click the add new button 

observed result 
creates an empty window rules that cannot be edited 

expected result 
brings up a window rules dialog to create window rules 

NB. the window rules in the attachment was created in a previous version of
plasma(5.18.5) it was after moving to 5.19.3 that this occurs
